This actually happened to missioners who felt familiar with Phnom Penh and decided to take a trip for themselves.  There are a few Royal Boulevards in Phnom Penh where bicycles, cyclos, motos, and trucks are forbidden.

    It is also quite common for police to act as judge and jury.

    The real challenge for a foreigner is to remember that the monarchy is woven into the fabric of Cambodian society. Every store has a picture of the king and queen. America teaches us that a monarchy is a suspect form of government so we are totally unprepared to embrace it.

    It reminds us of the gospel of Mark where Jesus comes as a monarch preaching the kingdom of God. Cambodia is a good place to help you understand Mark's gospel better.
